How the National AI Innovation Programme is structured, sequenced, and delivered.
The Governing Principle
AI capability must be built where it has the greatest institutional leverage — in the leadership and administrative core of the education sector — and that it must be built in a way that is nationally coherent, institutionally owned, and capable of sustaining itself over time.
The Programme delivers this through three interlocking elements: a phased national rollout, four capability tracks targeting distinct cohorts, and a network of Regional AI Capacity Hubs extending NIEPA's reach across Nigeria's six geopolitical zones.
The Federated Institutional Model
NIEPA serves as the national coordinating and standards-setting authority. The agencies and institutions across the education sector retain operational ownership of training delivery within their own mandates, aligning to NIEPA-approved standards. No existing institutional function is replaced or absorbed. Instead, a unified governance architecture is established across the system — one that national funders and international partners can engage with through a single, accountable point.
This is the model that makes national scale achievable without central overreach.
The Three Phases
Federal, Parastatal, and Tertiary Leadership
18–24 months
The first phase targets the senior leadership, planning, and administrative structures of the Federal Ministry of Education, the education parastatals and agencies, tertiary institutional leadership, and NIEPA itself. This cohort controls policy implementation, planning frameworks, funding decisions, and administrative systems across the sector. Establishing AI capability here first creates the governance readiness on which all subsequent phases build.
State Ministries and Sub-National Systems
24–36 months
The second phase extends to State Ministries of Education, the Universal Basic Education Commission and State Universal Basic Education structures, and technical and vocational education institutions. State-level leadership and planning offices are the engine of day-to-day education system operation; this phase embeds AI capability at the tier where it has the broadest operational reach.
School-Level Leadership and Operational Administration
Multi-year
The third phase reaches school and institutional leadership at national scale: principals, vice principals, head teachers, and their administrative teams. By this stage, national frameworks, governance standards, and implementation models are established. The Programme has the institutional infrastructure to operate at scale. This is the phase that delivers the full national footprint.
The Four Capability Tracks
Track 1 — Senior Leadership AI Programme
Who: Senior officials and chief executives of the Federal Ministry of Education, the education parastatals and agencies, and equivalent leadership at tertiary institutions.
Focus: Strategic – AI for governance, policy formulation, institutional strategy, and senior decision-making.
Delivery:Intensive residential format, aligned to NIEPA's leadership certification framework. Delivered in Phase 1.
Track 2 — Directors and Planning Officers AI Programme
Who: Directors of planning, research, statistics, quality assurance, ICT, and digital transformation; senior budgeting, procurement, and administrative officers.
Focus: Operational – AI for planning, analysis, reporting, monitoring, and administrative management.
Delivery:Modular formats, aligned to NIEPA's NPQ framework, commencing Phase 1 and continuing into Phase 2.
Track 3 — Institutional Leadership AI Programme
Who:Principals, vice principals, head teachers, vice chancellors, deans, and registrars — the leadership of Nigeria's schools, universities, polytechnics, and colleges of education.
Focus: AI for institutional management, administration, student data, and operational planning.
Delivery: Designed for scale, delivered via a national train-the-trainer cascade anchored at the Regional Hubs. Primary delivery in Phase 3.
Track 4 — NIEPA Institutional Programme
Focus: NIEPA itself — simultaneously as a training institution and as a demonstration institution for AI-enabled educational administration.
AI modules embedded into NIEPA's existing training content; AI tools deployed in NIEPA's own administration; AI integrated into NIEPA's research and advisory services; and national AI governance frameworks authored by NIEPA as the sector's authoritative national body.
Timeline: This track runs throughout all phases and is what positions NIEPA as the national centre of excellence.
Regional AI Capacity Hubs
Six Regional AI Capacity Hubs — one in each of Nigeria's geopolitical zones — extend NIEPA's reach beyond Ondo, reducing travel cost and time and anchoring the train-the-trainer cascade at regional level. Each hub is hosted by a selected institution in partnership with NIEPA, operating under NIEPA's national coordination.
Hub Functions:Training delivery facilities, regional convening points, and applied AI capability centres. Hub locations are being determined as part of the Programme's implementation planning.
Cross-Cutting Workstreams
A portfolio of workstreams runs across all four tracks, ensuring the Programme meets national and international standards and delivers durable institutional change:
AI Governance and Ethics
Frameworks for responsible AI deployment in education administration, authored by NIEPA as the national authority
Data Protection and Cyber-Security
Standards consistent with Nigerian and international regulatory frameworks
Institutional Digital Readiness
Diagnostic tools deployed across participating institutions, providing the evidence base for implementation
Change Management
Methodologies supporting institutions in adopting AI capability at organisational scale
Public-Sector Innovation Leadership
The cultural and behavioural dimension of AI adoption across the sector workforce
Sustainability and Local Capacity
Ensuring programme outputs endure beyond the donor-funded phases, with Nigerian AI capacity built throughout
